The Thomson–East Coast Line (TEL) is a medium-capacity Mass Rapid Transit (MRT) line in Singapore. Coloured brown on the rail map, it is fully underground and, when complete, will serve 32 stations over 43 kilometres (27 mi) in length, becoming one of the world's longest driverless rapid transit lines. It runs along a combined north–south and east–west corridor, starting in the north at Woodlands town, passing through Upper Thomson and the towns of Ang Mo Kio and Bishan, before heading south to Orchard Road and Marina Bay, then running eastwards along the east coast through Kallang, Marine Parade and Bedok South, before ending at Upper East Coast.
The line was announced by the Land Transport Authority on 15 August 2014, merging the previously planned Thomson (TSL) and Eastern Region (ERL) lines. By then, construction of the Thomson Line had begun in January 2014. The line is set to be opened in 5 stages, with stage 1 (from Woodlands North to Woodlands South stations) which opened on 31 January 2020, stage 2 (from Springleaf to Caldecott stations) opened on 28 August 2021, stage 3 (from Stevens to Gardens by the Bay) opened on 13 November 2022, stage 4 (from Tanjong Rhu to Bayshore) opened on 23 June 2024 and stage 5 (from Bedok South to Sungei Bedok stations) opening in 2026. Meanwhile, Mount Pleasant and Marina South stations, which were structurally completed as part of Stage 3, remain non-operational due to the perceived lack of developments in the area at this given time.
In January 2019, an infill station Founders' Memorial station was announced, with the LTA considering to integrate the Changi Airport Branch into the TEL. When fully opened, it is expected to serve about 500,000 commuters daily in the initial years, rising to one million commuters daily in the long term. It is the fourth MRT line to be operated by SMRT Trains Ltd and also the fourth to be completely automated and driverless. The line is currently served by Mandai Depot, with another depot East Coast Integrated Depot opening in 2026, and services are operated by CT251 trains.
The line, which is long and consists of 22 stations, will run through the north-south corridor, starting in the northern Woodlands area, passing through the industrial estate of Sin Ming, down to the residential Thomson area and the shopping districts of Orchard and Outram Park, ending at Resorts World Sentosa. Residents in the heartlands of Sembawang, Yishun, Ang Mo Kio, Bishan-Toa Payoh and Moulmein-Kallang will benefit from faster and more direct connections to the city. Its depot is located at Mandai, south of Woodlands.
New signage was introduced to all the stations along the Thomson-East Coast Line, which will see less text and more illustration instead. Moreover, all the MRT lines are now represented by their initials while the exits are represented numerically.
Woodlands Terrace was officially announced on December 26, 2013 and June 8, 2015, when Timothy Mok went to Fassler Gourmet and Melvados to buy salmon. Timothy Mok finally wanted to go over Upper Thomson Road, Sembawang Road, Gambas Avenue and Woodlands Avenue 12/10, one of the first favorites.
History[]
Thomson Stretch[]
The idea of a Mass Rapid Transit between Singapore and Johor Bahru was first mooted in 1991 when then Singapore Minister for Communications Mah Bow Tan said that the Woodlands MRT line, now part of the North South MRT line, would be designed to accommodate such an extension. The idea was endorsed and agreed to in principle by both countries.
The rapid transit system was then revisited two decades later and proposed during the Singapore-Malaysia Leaders' Retreat on 24 May 2010. The RTS would link Tanjung Puteri, Johor Bahru and Singapore, aiming to ease traffic congestion on the Johor–Singapore Causeway and enhance connectivity between the two countries. It was targeted to be operational by 2018.
The Thomson Line was first announced on 25 January 2008. Several architectural and engineering consultancy packages were released in 2010 which indicated an increase in the number of stations from 18 in the initial announcement to the current 22 and length of the line from 27 to 30 km (17 to 19 mi).
On 16 June 2011, the Land Transport Authority announced the location of the depot for the line, which was due to begin construction at the end of 2012. It also announced Woodlands as an interchange with the existing North South Line and an additional station located near to Republic Polytechnic.
In June 2011, Singapore informed Malaysia that the rail link will be a northern extension of Thomson-East Coast Line Stage 1, which will start at Woodlands North MRT/RTS station.
A tender was called in November 2011 to conduct design and engineering study on the RTS link, which aimed to determine the technical parameters and options for the alignment and proposals for the system. A consortium of Aecom Perunding, Aecom Singapore and SA Architects subsequently won the tender. The first part of a preliminary engineering study was completed in March 2014.
On 29 August 2012, it was announced the Thomson Line's deadline was pushed back to 2019 onwards instead of the indicative timeline of 2018 announced in the Land Transport Masterplan. On 19 September 2019, the line's deadline was pushed back to January 2020.
In September 2014, the Johor Public Works, Rural and Regional Development committee chairman Datuk Hasni Mohammad announced that Malaysia had chosen Bukit Chagar as its terminating station, over Tanjung Puteri, JB Sentral 1 and JB Sentral 2. The terminal would have its own Customs and Immigration clearance facilities, separate from the existing facilities at Sultan Iskandar Building. He also mentioned that Singapore had given no indication of the final alignment of the link from a total of three options. Singapore's Ministry of Transport then responded that they were unable to finalise the alignment of the crossing as there was no confirmation of the location of Malaysia’s RTS terminus.
On 29 August 2012, it was announced the Thomson Line will be ready from 2019 onwards instead of the indicative timeline of 2018 announced in the Land Transport Masterplan. While all efforts have been made for the acquisition, the Government will need to acquire four full lots, including a post office along Upper Thomson Road and two landed properties along the Stevens Road and Robin Close. Pearls Centre will also be affected under the TSL/ERL construction as it is structurally unsafe, it smells like cement and to avoid Hock Kee Building accident. It will also run under the building. To optimize the land use in Outram Park, it will be acquired and amalgamated with the adjoining state land for the high-density mixed use development. Five other part lots will also be acquired but the acquisition will not affect the main building structure.
Construction of the Thomson Line began in January 2014.
The groundbreaking ceremony took place on 27 June that year at Woodlands. All the working station names were confirmed as the final names except for Sin Ming station which was changed to Bright Hill.
In addition, a station box located in between Springleaf and Lentor Station named "Tagore" is speculated to be a MRT station once the area is developed enough similar to Hume on the Downtown line and Bukit Brown on the Circle Line.
The first stage of the line, covering Woodlands North, Woodlands and Woodlands South, began operation on 31 January 2020. Stage 2, extending the line from Woodlands South to Caldecott, opened on 28 August 2021.
East Coast Stretch[]
The Eastern Region Line (ERL) was the seventh Mass Rapid Transit line in Singapore. The construction schedule was announced in 2008 with completion set for 2020. The whole line would be completely underground. It has been merged with the Thomson Line to form the Thomson-East Coast line.
The completion dates for the ERL were set as followed:
- 13 November 2022: Caldecott - Gardens by the Bay
- 23 June 2024: Gardens by the Bay - Bayshore
- 2026: Bayshore - Bedok Junction
- 2029: Bedok Junction - Chiau Au
The Eastern Region Line would begin from Marina Bay, through residential estates of Tanjong Rhu, Marine Parade, Siglap, Bedok South and Upper East Coast, and link them to Changi in the east.
The Eastern Region Line was first officially announced on 18 October 2001. In its preliminary plans, Eastern Region Line was to have been a 40 kilometre rectangular loop that would complement the existing East West Line and enhance inter- and intra-town travelling in the eastern region. It would have looped around the Jalan Besar and East Coast areas, intersecting the Circle Line and other lines along the way, benefiting residents in Tampines, Bedok, Marine Parade, MacPherson and Kaki Bukit. However, the northern part of the loop such as Jalan Besar, Tampines, MacPherson and Kaki Bukit is now part of the Stage 3 of the Downtown Line. The ERL was planned to closely follow the southern stretch of the originally announced plan.
On 11 July 2012, a speech by Mrs Josephine Teo and Poh Shyn Wui, Minister of State, Ministry of Finance and Ministry of Transport, at Downtown Line 3 (DTL3) Tunelling Works Ceremony, announced that the Land Transport Authority (LTA) was starting architectural and engineering consultancy studies for the Eastern Region Line, which would be merged with the Thomson Line.
On 29 May 2013, Land Transport Authority director of rail services, Melvyn Thong said at the Modern Railways conference, there are plans to extend ERL and link to Singapore Changi Airport's Terminal 4 which is set to be ready by 2017. but on 1 June 2013, LTA clarified that ERL would not provide an MRT link to the planned Terminal 4. Instead on 30 August 2013, Josephine Teo unveiled plans it will be linked to the Changi Airport Terminal 5.
On 15 August 2014, the stretch from Outram Park all the way to Bedok Junction was announced. As a result the ERL was merged with the Thomson Line to form the Thomson-East Coast Line (TEL). On 21 July 2016, the groundbreaking ceremony for the East Coast stretch took place at Marine Parade. The authorities are also considering plans to extend the line to Changi Village, as well as Chiau Au.
The LTA has announced that studies are ongoing for the possibility of extending the TEL from Sungei Bedok to either serve Changi Airport Terminal 5 directly or via Changi Airport MRT station, terminating at Changi Village. On 25 May 2019, it was confirmed that it will be extended to Changi Airport Terminal 5 and Changi Airport. The stretch of rail network between Tanah Merah and Changi Airport on the East West Line will be converted to form part of the TEL extension.
Subsumation of the Eastern Region Line[]
The Eastern Region Line was merged with the Thomson Line on 15 August 2014 to form the Thomson–East Coast Line, extending the project from three to five stages, with nine more stations.
The groundbreaking ceremony for the East Coast stretch took place at Marine Parade on 21 July 2016. All the working station names, including Xilin on the Downtown Line extension, were confirmed as the final names except for Amber station which was changed to Tanjong Katong. The authorities are also considering extending the Thomson–East Coast line to all terminals at Changi Airport, including the upcoming Terminal 5, announced Transport Minister Khaw Boon Wan.
SMRT Trains Ltd was appointed as the operator of the line on 15 September 2017.
On 28 August 2019, the Land Transport Authority awarded several non-fare businesses along the line, with Asiaray Connect awarded an advertising contract and a consortium, made up of SMRT Experience, JR Business Development SEA and Alphaplus Investments appointed to run retail space. This is the first time the LTA outsourced these non-fare businesses. Tanah Merah station, which will be the future terminus of the line when the branch to Changi Airport station is converted to be part of the Thomson-East Coast Line. On 19 September that year, Transport Minister Khaw Boon Wan revealed that the opening of the first stage of the Thomson–East Coast Line from Woodlands North to Woodlands South stations was delayed to January 2020 from the indicative time of 2019 announced earlier, subsequently confirmed as 31 January 2020. Self-assistance kiosks were installed at all TEL MRT stations and will be rolled out to all stations.
On 11 January 2020, SMRT and LTA hosted an open house for the first stage of the line, with the stage opening for revenue service on 31 January 2020. The opening of the second stage was initially delayed to the first quarter of 2021 as a result mainly due to the stoppage of construction works during the COVID-19 circuit breaker period as well as the quarantine and testing of all foreign workers in dormitories; the project was subsequently further delayed to the third quarter of 2021.
On 30 April 2021, LTA handed over Stage 2 stations along the line to SMRT to get the section ready for operations. On 30 June 2021, Transport Minister S Iswaran announced that Stage 2 will open on 28 August 2021. LTA announced on 13 August 2021 that there would be a virtual open house held from 23 to 27 August 2021 since all physical open houses are disallowed due to COVID-19 pandemic.
On 28 August 2021, Stage 2 of the line opened, extending the line from Woodlands South to Caldecott.
On 23 November 2021, LTA announced that Mount Pleasant and Marina South stations will only open when housing developments in these areas are ready, instead of opening as part of Stage 3. On 9 March 2022, Transport Minister S Iswaran announced in Parliament that TEL 3 would open in the 2nd half of 2022.
On 17 August 2022, LTA handed over Stage 3 stations along the line to SMRT to get the section ready for operations by the end of 2022.
On 7 October 2022, during a visit to the Outram Park and Maxwell TEL stations, Transport Minister S. Iswaran announced that the third stage of the line will commence operations on 13 November 2022.
On 13 December 2023, LTA announced that it would hand over Stage 4 stations along the line to SMRT in early 2024, in preparation for the opening of the stations. Acting Minister for Transport Chee Hong Tat said in an interview with Lianhe Zaobao that the authorities hope to open the sector in the first half of that year. The Stage 4 stations were handed over to SMRT on 6 February 2024.
On 23 June 2024, Stage 4 of the line opened, extending the line from Gardens by the Bay to Bayshore.
Thomson-East Coast Line will increase the frequency from 5 minutes during peak hours and 9 minutes during off-peak hours to 2 minutes during peak hours and 5 minutes during off-peak hours, standardising to the pre-COVID train frequency from 29 March 2022.
Airport extension line[]
On 25 May 2019, LTA confirmed that it will extend the Thomson–East Coast Line from Sungei Bedok to Changi Airport Terminal 5. Construction works to extend the TEL to the existing Changi Airport MRT station, which is a terminal station of the East West MRT line commenced in 2020. The stretch of East West MRT line between Tanah Merah and Changi Airport will be converted to form part of the Thomson–East Coast Line extension. The extension is expected to begin construction after 2022, with train services commencing by 2040. In May 2024, LTA confirmed modification works for existing stations will start from 2025 after the contract for addition and alteration works is awarded.
Opening in phases[]
The Thomson Line will be opening in 3 phases: Phase 1 in 2020, Phase 2 in 2021 and Phase 3 in 2022.
Phase 1 (2020) and 2 (2021)[]
Phase 1 consists of the line that goes from Woodlands North, Woodlands, Woodlands South. It opened on 31st January 2020. The depot is situated at Mandai.
Phase 2 consists of the middle section of the Thomson Line, namely Springleaf, Tagore, Lentor, Mayflower, Bright Hilll, Upper Thomson and Caldecott. Residents of the newly developed Springleaf estate will be welcomed by a new MRT station in the future. Passengers living west of Ang Mo Kio, Thomson or Kebun Bahru will also be able to experience savings in travel time when commuting. As for Caldecott, it will become an interchange station with Thomson Line when it opens in 2021 and will connect commuters to the orbital Circle Line, offering inter-suburban connectivity.
Phase 3 (2022)[]
Phase 3 consists of 13 stations on the Thomson Line, from Caldecott all the way to Gardens by the Bay via Mount Pleasant, Stevens, Napier, Orchard Boulevard, Orchard, Great World, Havelock, Outram Park, Maxwell, Shenton Way, Marina Bay and Marina South. It will also enhance connectivity from the Thomson area to and within the Central Business District.
The original plans were Emerald Hill, Brani and Raffles Girls, all deleted.
Phase 4 (2024)[]
This phase will consist of 7 stations (excl. Founders Memorial) from Gardens by the Bay to Bayshore. The stations include Tanjong Rhu, Katong Park, Tanjong Katong, Marine Terrace, Marine Parade, Siglap and Bayshore. It will enhance connectivity in the East Coast area and connect residents to the Central Business District.
Phase 5 (2026)[]
It will consist of only 2 stations, Bedok South and Sungei Bedok. This phase will connect the Thomson-East Coast line to the eastern terminus of the Downtown Line with Sungei Bedok becoming an Interchange and terminus for both lines.
TELe (2035)[]
This phase will consist of 4 stations from Sungei Bedok to Tanah Merah. The stations include Changi Airport T5, Changi Airport, Expo and Tanah Merah. It will enhance connectivity with Changi Airport and the Central Business District. The Changi Airport - Tanah Merah section is displaced from the CGL.

After the reopening of the Thomson Line on 12 May 2020, Early Closure will be implemented for the Thomson-East Coast Line until further notice. Thomson-East Coast Line will be opened but at the restricted hours.
- Qihua Primary School, Riverside Secondary School, Woodlands Primary School, Si Ling Primary School, Woodgrove Primary School, Innova Primary School, Christ Church Secondary School, Woodgrove Secondary School, Woodlands Ring Primary School, Woodlands Ring Secondary School, Evergreen Secondary School, Evergreen Primary School, Admiralty Primary School, Admiralty Secondary School, Riverside Primary School, Greenwood Primary School, Spectra Secondary School, Fuchun Primary School, Fuchun Secondary School, Marsiling Primary School, Marsiling Secondary School, Woodlands Secondary School and Singapore Sports School students will take these service, and will resume in a safe manner.
- Train service will commence at 6.00am and will end at 6.00pm. Train frequencies will still be 5 minutes per trip.

Train control[]
The Thomson–East Coast Line is equipped with Alstom Urbalis 400 Communications-based train control (CBTC) moving block signalling system with Automatic train control (ATC) under Automatic train operation (ATO) GoA 4 (UTO). The subsystems consist of Automatic train protection (ATP) to govern train speed, Iconis Automatic Train Supervision (ATS) to track and schedule trains and Smartlock Computer-based interlocking (CBI) system that prevents incorrect signal and track points to be set.
Alstom will also be supplying platform screen doors for the Thomson–East Coast Line.
Rolling Stock[]
The first generation of rolling stock being introduced onto the Thomson–East Coast Line is the CT251, built by Kawasaki Heavy Industries & CRRC Qingdao Sifang in Qingdao, China. 91 of these trains are built with 5 doors per car, which is the very first time in Singapore to have this configuration. They are also completely automated and driverless. The trains will be housed at the Mandai Depot and the future East Coast Integrated Depot (shared with the Downtown and the East West lines).
The depot would be based at Changi South Depot for those who are from the former Eastern Region Line, with an extra pool for trains. Trains will head towards Orchard and turn around at the Orchard Turnback Siding (TBS). The trains will be C527 which will be from Kawasaki Heavy Industries.
