History

DORSCON Green/Wave 1: Imported Cases from China

Singapore's Ministry of Health (MOH) issued a health advisory on 2 January, and implemented temperature checks for passengers arriving in Changi Airport from Wuhan the following day. On 20 January, temperature screening at Changi Airport was extended to all travellers coming from China. In addition, individuals with pneumonia who had travelled to Wuhan within 14 days before the onset of symptoms will be isolated in hospital. MOH also issued a reminder to hospitals and general practitioners to be vigilant for such cases. On 22 January, quarantine measures were extended to travellers who arrived from China and displayed symptoms, with the first seven suspected cases tested negative. On the same day, three more suspected cases were detected, causing the MOH to form a multi-ministry taskforce to tackle the virus.

The first case was confirmed on 23 January, involving a 66-year-old Chinese national from Wuhan who flew from Guangzhou via China Southern Airlines flight CZ351 with 9 companions and stayed at Shangri-La's Rasa Sentosa Resort and Spa. Contact tracing subsequently commenced. Two more cases were confirmed the next day, involving a 37-year-old son of the first imported case and a 53-year-old Chinese woman who arrived on 21 January by flight and showed preliminary positive results previously. Another 28 suspected cases were detected as a result of enhanced testing. Border control measures were enhanced and extended to land and sea checkpoints on 24 January and the Immigration and Checkpoints Authority started temperature checks from noon of that day.

It was reported on 24 January that holiday chalets were being prepared as quarantine centres. Some of these chalets had served as quarantine centres in previous outbreaks, such as the 2003 SARS outbreak and 2009 flu pandemic. Measures such as temperature screening and quarantine facilities were in place at foreign worker dormitories.

Since 24 January 2020, everyone is discouraged from visiting certain public hospitals. With the shift to Orange Level, only one visitor is allowed at one time to see patients. SBS Transit also had early closures from Bugis to Chinatown on 24 January 2020. Bus service 28 frequency is reduced to 10 - 15 minutes whereas 67 is having an improved frequency; with reduced frequencies. In Chinese New Year 2020, there is train service extension but up to 1.20am due to coronavirus involved.

In addition, SMRT had suspended train services from Joo Koon to Tuas Plaza on 25 January 2020 as a consequence, but had also suspended train services from Choa Chu Kang to Yew Tee on Chinese New Year 2020.

On 25 January, MOH confirmed the fourth case of Wuhan coronavirus in Singapore involving a 36 year-old from Wuhan who stayed at Village Hotel Sentosa. He subsequently went to Sengkang General Hospital, where infection was confirmed. Schools will also start daily temperature taking exercises from 28 January 2020. However, the individuals who were died from virus were even false. In addition; travellers began to be turned away from Wuhan on 25 January 2020. The leave of absence for 14 days is longer than the Influenza A (H1N1). Ah Hwee's father and mother did not come on 25 January 2020.

On 27 January 2020, Singapore has imposed 14 days leave of absence for those who travelled to China, in schools and workplaces, and also closed the borders as a result on 31 January 2020.

In the first phase, temperature screening was originally for flights from Wuhan, China. In response, temperature screening is conducted for all origin locations, and various places on 28 January 2020, as reduction of frequencies is inevitable given peak hours. Hand sanitisers are also installed at these stations to fight virus.

On 30 January 2020, a website titled ‘City News’ published an article claiming that five Singaporeans have contracted the Wuhan coronavirus without going to China, but there is no local transmission of nCoV. All confirmed cases in Singapore to date are Chinese nationals who travelled from Wuhan.

The States Times Review Facebook page said that Ming Yue had confirmed that Singapore had run out of face masks on 30 January 2020. Ming Yue had stated clearly that there was sufficient supply of the masks if people used it responsibly.

On 31 January 2020, 3 more cases for the coronavirus has been reported in Singapore, brings them to the prescribed number slowly to the original 16. On 1 February 2020, it was raised to 18. Therefore on 2 February 2020 it will be raised to 20 or 21.

There are 13 confirmed cases of the Wuhan coronavirus in Singapore, out of which 2,700 had been dead in China. Eddie Mok's N95 masks were being disposed on September 2019 before we sold the house on 6 December 2019. Many services are 36, 77, 97, 106 and 133.

On 1 February 2020, there is a WhatsApp message circulating around with a list of alleged places where suspected or confirmed cases have been. There is no need to avoid places where suspected or confirmed cases of nCoV have been, but however some people have been avoiding it since 29 January 2020. The risk of infection from transient contact, such as in public places, is low. There is also currently no evidence of community spread.

There is a message circulating the death due to Covid-19 on 7 February 2020, but there is no deaths.

DORSCON Orange/Wave 2: Early Local Clusters

There are seven new coronavirus cases in Singapore, the Ministry of Health announced on Saturday (Feb 8). Among the new confirmed cases are a taxi driver and a private-hire car driver, it said.

House cleaning has been done through sanitising the places by mopping with the disinfectant twice and opening the windows for ventilation. For Simon Ng's house, not just bringing the television back to the living room, it had to clean and disinfect the entire house as well. For Ang Chee Kok's house, cleaning and disinfecting continues to be the norm.

In addition; Singapore confirmed eight more cases, bringing them to 58. One of the new cases is a family member of a DBS employee, who tested positive for the coronavirus on Wednesday; but this is after the first employee was affected on 12 February. Five of the new cases are linked to the Grace Assembly of God cluster, while two are linked to the cluster at Seletar Aerospace Heights construction site. As such, many temples/churches are either cancelling it or closing it down - these include Clementi Temple, Kuan Yin San Temple, Kwan Im Thong Hood Cho Temple, Tse Tho Aum Temple, St Andrew's Cathedral, Heart of God Church and Bethesda Bedok-Tampines Church. All of them do not have travel histories to China. These were however sent to the restructured hospitals.

Prior to hospital admission, he had gone to work at DBS Asia Central at Marina Bay Financial Centre in 12 Marina Boulevard. He had also stayed at his home in Mei Hwan Drive other than to seek medical treatment. In addition; United Kingdom had the first case in London on 12 February 2020.

From 14 February 2020, Singapore Ducktours (Chinese-language commentaries), Gourmet Bus and Safari Route 2 (Bird Park) will be suspended.

On 16 February 2020, there are 3 more cases of coronavirus, whereas there are two more cases on 17 February 2020. In addition, the 14-day leave of absence is renamed to "Stay-Home Notice" and extended to whole of China from 18 February 2020. Foreigners will get their work or long-term passes revoked, whereas Singaporeans could be prosecuted under the Infectious Diseases Act. There are penalties who flout their rules.

MOM said that existing work-pass holders with Hubei-issued passports or with recent travel history to Hubei should still defer their return. They will continue to be quarantined when they return to Singapore.

Support will be provided for those who need daily necessities while they are at home for 14 days. Students can approach their schools. MOM said that employers have to ensure that their work-pass holders on Stay-Home Notice can obtain meals and other daily essentials. If the work-pass holder is unable to make his own arrangements, the employer will have to make the necessary arrangements. If support from employers are not forthcoming, work pass holders should report their difficulties to MOM.

Even when under the Stay-Home Notice, the ministry said there was no need for workers to be segregated from others living in the same room or apartment, though social interactions and contact should be minimised. The $100 daily allowance for those under the 14-day Leave of Absence will also be extended to Singaporeans, permanent residents and work-pass holders under the Stay-Home Notice, said MOM.

"At some point in time, they will want to come back to Singapore, especially after the Chinese New Year holidays. There's a higher chance now that some of them will be infected with the virus."

Enforcement officers will carry out random checks and spot checks, to ensure that those who are serving Stay-Home Notice comply with requirements.

Bizlink has started to do segregation on 17 February 2020, for business continuity reasons (divided into three groups - Group A, B and C). Group A is Scanning, Group B is Data Entry and Group C is Cigarette Room.

This will be stricter than the current leave of absence (LOA), which has allowed those returning to leave their homes briefly, for example, for their meals or to buy household supplies. The Government will also no longer issue leave of absence notices to returnees with the recent travel history to mainland China, outside Hubei province.

In 19 February 2020, MediaCorp cancelled the Star Awards ceremony due to concerns over the outbreak. Bushiroad also cancelled several events.

In addition, affected by 2019-20 coronavirus, Rickshaw Sightseeing Bus will be suspended until further notice. Singapore confirmed three more cases, bringing the total number to 84 on 19 February.

Sheryl Teo's wedding (on 29 February), together with Ah Keng's son's wedding (on 22 February), does not affect the coronavirus outbreak. Asknlearn has been asked to shut down operations until 9 March, following many cases that has happened.

Facebook also said that the offices will close after Tata gave birth to Elliot Koh, because of the coronavirus. SAFRA Jurong also ordered to close down the operations.

Grab has shut down the offices for cleaning and disinfecting after an employee was found to be infected with Covid-19. Grab said the employee did not handle any day-to-day operations at its front-line premises. This meant that the employee did not come into contact with any service staff who would interact with Grab's drivers and delivery riders. Cleaning and disinfecting has started in Suntec City on March 7 and ended on March 19.

Qing Ming Festival is where relatives that fetch each other to see dead persons. Probably they also started on 14 March 2020 and end on 14 May 2020, but eventually they may cancel it. We will do the praying in other ways, not at Tse Tho Aum Temple.

Singapore has also placed more changes to combat the Covid-19 epidemic, and issue more orders through Ong Lifen, and Victoria Ang Zi Yun.

  • Nightclubs will remain operational, and it will even start at 2pm as usual, ending at 12am as per normal.
  • Resorts World Sentosa (Universal Studios Singapore), Gardens by the Bay, ArtScience Museum, Madame Tussauds Singapore, Trick-Eye Museum, SEA Aquarium will also be closed in batches.
    • Universal Studios Singapore, Madame Tussauds Singapore, Trick-Eye Museum and SEA Aquarium will be closed from 17 March 2020 to 30 April 2020.
    • Gardens by the Bay and ArtScience Museum will be closed from 17 March 2020 to 14 April 2020.
  • MOE is recalling all students on exchange, internship programmes overseas to come back to Singapore.
  • Singaporeans also advised to defer all non-essential travel to anywhere for the next 30 days, as condition worsens. Singaporeans who have made plans to travel abroad during March school holidays are advised to review the plans. All travellers will be subject to the prevailing travel measures imposed by their destination countries, and those imposed by Singapore upon their return home. As the situation remains uncertain and will continue to evolve, Singaporeans are advised to review their travel plans for the coming months after the March school holidays as well.
  • All ActiveSG events will be suspended and swimming pools will be closed from 16 March 2020.
  • SMRT and SBS Transit is also adjusting all train and bus timings from 15 March 2020 as the condition worsens.

Worsening conditions as Wave 3: Returning Singaporeans from overseas

In March, as the number of cases began to rise exponentially around the world, the Ministry of Foriegn Affairs (MFA) and the Ministry of Education (MOE) began to encourage Singaporeans to return home. Various institutes of higher learning recalled their students currently on overseas internship or exchange, and the MFA began liasing with airlines to facilitate flights to key cities when necessary during this period, to cater to demand for return flights to Singapore.

Singaporeans and permanent residents returning to the country all have to serve the 14-day isolation period from 20 March 2020 whereas for China, Japan, South Korea, Iran, Italy and Spain, it will be extended to 18 days and for Malaysia, it will be 20 days. The number of new cases extends to 313. In view of the heightened risk of further importation of Covid-19 cases in Singapore, Singaporeans are advised to defer all travel abroad, instead of just deferring non-essential travel.

Gloria Ko is not going to Bizlink from 19 March 2020 onwards, with the cases going up. Ms Thana's children - Mark and Aria will also not be coming to Bizlink too. Starting from 20 March 2020, Eswariy and Khong Jia Wei will also not be going to Bizlink. In addition, Daisy Ang will also not be going to DB Schenker from 19 March 2020 onwards, as the company wants to stop the transmission.

Research from the RaySearch Laboratories has decided that they can have vaccine and treatment for Covid-19, together with the AstraZeneca Singapore.

Two people - one man and one woman passed away from Covid-19 on 21 March. Both Case 90 and Case 212 were passed away.

Non-Covid 19 patients from the public hospitals will be transferred to private hospitals and the conversion of First Media Design School into a hospital, to free up capacity in public hospitals. Singapore's Lego Brickfest 2020 will be cancelled, together with Istana Open House (1 May 2020), Income Eco Run, DBS Marina Regatta, HSBC Singapore's Rugby Sevens, 2XU Compression Run (April 5) and JP Morgan Corporate Challenge (April 8), and OSIM Sundown Run.

Transport officials in the British capital, London and Singapore closed dozens of London Underground stations starting from 20 March as the city tries to stem the outbreak following the coronavirus pandemic. The official death toll in UK has reached 104. "People should not be travelling in Singapore with the exception of really have to". In addition; besides Thomson-East Coast Line, many other stations such as Gul Circle, Sierra, Yosemite and Tuas Plaza, together with Marina South Pier and Canberra for the NSL, Woodleigh and Buangkok for the NEL will be closed from 22 March 2020.

From 23 March 2020, Electronic Road Pricing (ERP), Low Emission Zone and Ultra Low Emission Zone will be suspended to help critical workers. Roads must be kept clear for them.

Two markets were even shut down due to COVID-19 pandemic: these include Queen Street and Ang Mo Kio (Block 527) from 26 March 2020 for one month. Bukit Panjang LRT will be operating only Service A during Covid-19 situation, whereas YK1670E is originally TIBS Hino bus, which is being donated to Raffles Girls' School.

Distribution of hand sanitisers will be suspended at Bukit Panjang Plaza, Bedok Mall, Tampines Mall, Lot One and Junction 8 from 26 March 2020. With effect from 29 March 2020, all schools will be closed, including childcare and kindergarten, due to the COVID-19 confirmed cases. In line with Covid-19 situation, iLight Singapore 2020 has been cancelled together with Arts in the Neighbourhood. As a response, all the temples were closed down which is Qing Ming 2020.

Wave 4: Spread across migrant workers

On 3 April 2020, with evidence of growing spread of COVID-19, Lee Hsien Loong announced much stricter measures from 7 April to at least 4 May, which is a lockdown from Wuhan. I also know that there is TPG Telecom data plans going to be launched ($10 for 50GB) in the middle of the pandemic, on 29 March 2020, however this is not going to happen with that. Although we have decided Timothy Mok not to go to work since 26 March 2020, unless we take further steps, things will gradually get worse, or another big cluster may happen things over the edge. Even Lee Hsien Loong has discussed with Lynnett Ong and Ong Lifen, on the Multi-Ministry Taskforce, instead of doing a review of 2 weeks, a decisive move to pre-empt escalating infections. Workplaces are closed except essential services - such as food establishments, markets, supermarkets, clinics, hospitals, utilities, transport and banking services. Most of the work premises must close and they should be directed to working from home. Schools will move to home-based learning from 8 April 2020 and preschools will close. Food establishments can only have delivery and takeaway services. SAF will defer in-camp training and IPPT for ORNS people. Graduation ceremonies will not be held during this time. After reacting to the news, Singapore Pools and libraries will be closed as these are called non-essential services. Marina Bay Sands also announced that it will be banned from operating during this lockdown period. This include The Shoppes, ArtScience Museum, casino, as well as food and beverage outlets and Expo & Convention Centre. All reservations for the hotels were cancelled and given to Singaporeans undergoing Stay-Home Notice (SHN). At the same time, some train and bus services were suspended. The last round of closures do take place; ending on 11 May 2020. Also, Changi Airport Terminal 2 has been suspended from 7 April 2020 due to decline of air traffic and to facilitate the upgrading works of the terminal. It will complete when the vaccine or treatment is found.

On 21 April 2020, Lee Hsien Loong announced that the Wuhan lockdown is being extended to 1 June, partly due to sustained number of unlinked cases in the community. Existing measures are tightened up to 4 May, which includes restricting of entry into wet markets. The list of essential services are tightened, such as standalone food and beverage shops, GrabFood, Foodpanda, taxi drivers, barber shops, movers, neighbourhood police posts and some government offices. Eateries and vending machines are also shut. Optician shops are not allowing walk-ins, and some were closed. Pet shops and laundry shops are also closed as well. Changi Airport Terminal 4 will also be suspended from the same time. Also, to prevent Singaporeans and permanent residents from leaving the country, selected finger piers at Terminal 1 and 3 will also not be used for flights; and only essential flights will be given, including repatriated Singaporeans. Skytrain services have been reduced due to low demand. Visitors and employees can continue to use the MRT link bridge from Terminal 2 to Terminal 3, and proceeding to Jewel Changi Airport. Taxi stands at Terminal 1 and Terminal 3 will be consolidated, with one serving each terminal.

The June school holidays and 7th Month (Hungry Ghost Festival) were shifted to 5 May, with economy and everything resumes on 2 June. However, no Getai shows will be held and it will be different.

In April, the bulk of cases moved from the imported cases to the migrant workers in the dormitories, starting from the largest site of Mustafa Centre, resulting in the authorities imposing a mandatory quarantine of 20,000 migrant workers in two dormitories gazetted as isolation areas. It reached a single-daily high of 1,396 cases among migrant cases in April. Anyway, since 20 April 2020, MOH stops tracking the list of confirmed case relations and where are they hospitalised. Originally the lockdown is supposed to end on 4 May 2020, it is even extended to 1 June 2020. These are their confirmed clusters of infection:

The Inter-Agency Task Force has been systematically and progressively clearing dormitories through aggressive testing of migrant workers residing in dormitories. Westlite Juniper (23 Mandai Estate) and the dormitory at 21 Defu South Street 1 have been cleared, and now house only recovered individuals and those who have recently tested negative for COVID-19 infection. As such, the clusters have now been closed.

The Multi-Ministry Task Force announced on 13 June that a student at St Anthony’s Canossian Secondary School had tested positive for COVID-19. As a precaution, 47 students and 12 staff who had been in close contact with the student have been put on Leave of Absence by the Ministry of Education or Home Quarantine Order by MOH. The 47 students and 12 staff have been tested for COVID-19, and their test results have all come back negative.

After 2 June 2020, the DORSCON will be downgraded from Red to Orange.

Stay-Home Notice (SHN) Lockdowns

  • In Phase 1, citizens from Hubei, China are being placed under quarantine whereas travellers are not allowed to enter or transit the country from 31 January 2020.

They should see a doctor promptly if they develop symptoms of acute respiratory infection (such as cough, sore throat and runny nose), as well as fever and loss of taste or smell, and inform the doctor of their exposure history.
